Graphics
1. Keep it small, like 10-12KB for one picture. Yes, depending on the source, the percent of broadband users is increasing. However, long-to-load pages are still really annoying, even if you use a T1. And giant graphics are a primary reason of slow pages. It's easy to optimize your graphics.
2. Always use images that work with the content. Only because you made a nice picture of your dog doesn't mean you should place it on your Web site about Database Development. The only exception I can make applies to "design" images. These are pictures or icons that help make up the visual appearance of your site, and are not intended to illustrate the content.
3. Never insert graphics that flash or move or change or rotate or are in any way inconstant on your page. Or use them niggardly. Recent studies indicate that animated graphics are disturbing and irritating to people. Actually, in one focus group I've seen the users manually cover up animations so that they would be able to read the other content on the page.
Layout
4. Stick with standard layouts. I've been over some sites that use 6 or 8 frames on one page. the other page used a layout which made users scroll to the right to read all the content of the page (but they never scrolled down). These layouts are innovative, and you will certainly think they are fun to build, but they will make your users nuts. The reason for the 3-column layout being so common on Web sites and press is because it is easy to read. You sure think it's boring, however, you'll keep more readers if you stick with something intuitive that they can understand.
5. Use your graphics as rightful parts in your layouts. Images can be something more than only graphics when you apply them as rightful elements in your layouts. An easy example is when you wrap text around an image, but any image you have on your page is a layout element and has to be treated as such.
