Images
1. Think compact, about 10-12KB per picture. Yes, depending on the source, the percent of broadband users is increasing. However, long-to-load pages are still really disappointing, even if you have a T1. And huge graphics are a primary cause of slow pages. It's simple to revise your graphics.
2. Be sure ot use graphics that fit the context. Just because you took a nice photo of your dog doesn't mean you should place it on your page about Web Design. The only exception I can make applies to "design" graphics. These are pictures or graphics that help make up the visual appearance of your page, and are not meant to illustrate the content.
3. Never insert images that flash or flip or glitter or rotate or do anything on your page. Or insert them niggardly. Multiple researches indicate that flashing images are distracting and irritating to people. Actually, in one study group I watched the browsers physically hide flashing graphics so that they would be able to read the rest of the page.

Layout
4. Stick with standard layouts. I've seen some pages that use 6 or 8 frames on a single page. Another site had a layout which made users scroll horizontally to see all the content of the page (but they never had to scroll down). These layouts may be innovative, and you might find them interesting to make, but they will drive your readers nuts. The reason for the 3-column layout being so popular on Web pages and newspapers is because it is easy to read. You certainly consider it to be boring, but you'll keep more audience if you use something intuitive that they can understand.
5. Treat your images as rightful parts in the layouts. Graphics can be more than just images when you apply them as rightful elements in the layouts. An easy example is the word wrap done around a graphic, but any graphic you place on your page is a layout part and has to be treated as one.
